Pessin Katz Law, P.A. (PK Law) is pleased to welcome William Fields as Counsel to the firms’ Education and Labor and Employment Group.
Bill’s practice focuses on assisting the group in representation of school boards across the state of Maryland as well as representing private schools, higher education institutions and private sector employers with employment and labor issues. Before coming to PK, Bill worked as an Assistant Attorney General in the Maryland Office of the Attorney General for thirteen years, advising senior management in the Maryland State Department of Education on a wide variety of issues, including the Individuals with Disabilities Education Act, Medicaid reimbursement, the Public Information Act, and child care licensing. Bill also had an active litigation practice, representing MSDE in tort and licensing actions.
During this time he also advised the Superintendent, Board and staff of the Maryland School for the Deaf (MSD) and represented MSD in legal proceedings arising out of IDEA, tort, union and personnel issues; coordinated with other state agencies on land use and infrastructure matters; and reviewed MSD procedures, contracts, procurements and interagency agreements for legal sufficiency.
As the Attorney General’s Designee on the School Safety Subcabinet, Bill worked with the State Superintendent and Secretaries of the Maryland Department of Health, Department of Disabilities and Maryland State Police to reduce health and safety risks to students, staff and visitors in Maryland schools.
Prior to his work as an Assistant Attorney General, Bill served as an Assistant Public Defender with the Maryland Office of the Public Defender’s Parental Defense Division, and was also a Staff Attorney with Disability Rights Maryland.
Bill has received numerous awards. He was the 2004 Outstanding Public Defender for the Parental Defense Division; a Public Interest Law Scholar at Georgetown University Law Center, and at New York University he was a recipient of the Founder’s Day Award, an Emerson Scholar, a University Scholar, and a National Merit Scholar.
